And now, that's the lever Tallahassee is trying to break – not by winning an argument, but by making the process so expensive, so risky, and so complicated that ordinary people can't use it.

Millions of Floridians are stuck in the Medicaid coverage gap. They work. They raise families. They do everything right and still can't afford care.
