Inside Elections has officially shifted CA-22 from Tilt Republican to Toss-up. The race is now rated a toss-up or better for Democrats by every major forecaster:

Inside Elections pointed out that Republican incumbent David Valadao lost this seat during Trump's first midterm, and that Democratic candidates received more votes than he did in this year's all-party primary.
Valadao's opponent, community college professor Randy Villegas, has proven this seat is winnable. Villegas overcame more than $4 million in outside spending against him to win his primary, and a public poll of the general election shows him leading Valadao 48-44.
Mail-in ballots start arriving Monday, and forecasters have flagged that this hard-to-poll region will likely see low turnout. That puts the outcome in the hands of undecided and low-propensity voters, and the Villegas campaign has to reach them to beat the millions Valadao and his Republican allies will throw at them.
