It was approved through a 2 a.m. vote, over two hours after the deadline had passed. This agreement was reached in time — without a lapse the funding for vital government programs that would come from a government shutdown. The government is funded now, at least through September 30th, when legislators will scramble again to reach an agreement before another deadline. The debt ceiling and the partisan fights around the race for funding approval launch the U.S. into a crisis too often. It's time to eliminate the debt ceiling and end government shutdowns. Sign the petition now if you agree >> Before 1980, government shutdowns didn't happen in the U.S., and there was never a question that our nation's debts would be paid. But that year, Attorney General Benjamin Civiletti issued a legal opinion changing the system: the federal government could no longer continue to spend at the previously approved funding levels, but all federal spending would need to be approved by Congress. There's a chance this could change. Congress could draft legislation to eliminate the debt ceiling and establish automatic current-level spending authorizations or "continuing resolutions" as a backup if they're unable to come up with a funding agreement before each deadline. This change would allow Congress to legislate effectively, instead of being susceptible to partisan attempts to use crises to force cuts to vital programs like Social Security and Medicare.
